To choose PHP version on Windows hosting plans:

 
In Plesk, go to "Websites & Domains"
 
Go to "Show More"
 
Go to "Hosting Settings"
 
In the "Web Scripting and Statistics" section, go to "PHP support" and choose the version you want and go to the bottom of the page and click the "Ok" button.
